Long-time resident of Brampton, Elaine Moore has served Brampton for the past 17 years as a Public School Board Trustee for Wards 1 & 3 for 11 years, then as a City Councillor for Ward 1 for one term, and is nearing the end of her first term as the Regional Councillor for Wards 1 & 5.  As City Councillor, Elaine spearheaded the City of Brampton vision policy "Six Pillars Strategic Plan" which details Brampton's accountability to its residents as well as provides the foundation for the City's future growth. Elaine is a tireless advocate for redevelopment & revitalization in the downtown core, as well as the Queen Street corridor through the BDBA, and the newly formed Brampton Downtown Development Corporation (the first of its kind in the GTA). She has also worked closely with City staff and outside consultants with the creation of the beautiful downtown Rose Theatre whose grand opening occurs September 2006.  Elaine currently chairs the Region of Peel's Public Waste Committee, is past chair for their Planning Committee, and sits on the TRCA, Success by Six, IMET (which joins Peel Police, City By-Law & Fire enforcement staff). Elaine sits on all standing city committees, and is a member of the Historic Bovaird House, Clean City Committee & the Rose Club.

Traffic congestion remains one of Brampton's biggest challenges according to the Environics survey conducted annually by the city. The combination of new growth, increased reliance on cars and ongoing road work has led to a rise in the level of frustration among the city's drivers.

There are immense hurdles associated with being Canada's fastest growing city. Brampton has responded to community concerns by approving a Growth Management Strategy that is unmatched in Ontario and provides the tools City Council needs to plan where and how the city will grow. Brampton has also introduced a precedent setting capital works management system that helps council prioritize infrastructure needs and balance these projects with the resources required to get them 'on the ground' in an efficient, economical and timely way. Combined with the city's Transportation and Transit Master Plan, these practical policies and programs have assisted council in delivering needed infrastructure, including roads and transit, on time and on budget.

According to Regional Councillor Elaine Moore, as the City of Brampton and the Region of Peel face continued growth pressures, these tools are integral to maintaining and building an efficient transportation network. "It remains a top priority at both Regional and City Councils," says Moore."Maintaining an efficient road system is fundamental to the quality of life and economic prosperity of Brampton and the Region of Peel."

Good roads and efficient, accessible transit are a top priority for Brampton according to City Councillor Grant Gibson."Over the past three or four years, Brampton has invested more in road upgrades, intersection improvements and public transit than at any time in its history," said Gibson. "This commitment reflects our citizen's urgent priority for better transit and transportation across the city." At the same time, Councillors Moore and Gibson have worked hard to ensure funding for road works in older areas remains a council priority, stating the city cannot afford to let the streets of established communities suffer from neglect.Having the right systems, focused policies and practical processes are integral to building an efficient transit and transportation network for the city. "You can have all of the amenities, programs and services in place," says Moore, "but if your citizens can't get to them, there is a very serious disconnect in your planning." Gibson agrees and as Chair of the city's Planning and Development Committee, he and his council colleagues are thankful Brampton has invested the time and effort to develop the various planning tools and policies designed to guide its growth. "Planning Canada's fastest growing city is still an enormous challenge," says Gibson, "but we have the right tools and more importantly the support of our citizens to use them to create the type of community they want to live in."
