Brampton - Acting Deputy Chief Dan McDonald and Superintendent Jennifer Evans have been promoted to the rank of Deputy Chief of Police effective April 28, 2008, says Emil Kolb, Chair of the Regional Municipality of Peel Police Services Board.  Mr. Kolb says the Board made its decision after a two-month process culminating in interviews that took place earlier in the month

"The Board is extremely pleased to have Deputy Chief Evans and McDonald join our executive team," says Mr. Kolb. "Amongst a group of outstanding candidates, they excelled and deservedly earned this opportunity."

Mr. Kolb says the appointment of the two new Deputies completes the transformation of the past few months both in terms of personnel and in organizational structure. Mr. Kolb says, "In my view, under the leadership of Chief Michael Metcalf, we are better situated than any time in our history to meet the challenges ahead; to meet the needs of our Region; and to meet and even exceed the expectations of our community."

Chief Metcalf says he welcomes Deputy Chief Evans and Deputy Chief McDonald to his executive team. "I've known both Jennifer and Dan for many years. They are both quality individuals first and foremost, as well as being excellent police officers. They have my full confidence and trust, and I look forward to having them contribute to our organizational success in their new roles."

Deputy Chief Evans says, "This is both an honour and a huge responsibility. I welcome the opportunity to work with the Board, the Chief and in particular the women and men of our police service to achieve our collective goals."

Deputy Chief McDonald says, "You start this profession with no greater goal then to earn the trust of the community and the respect of your fellow officers. To me, that remains the objective, each and every day, and I will give 100 per cent every day to achieve it."

Mr. Kolb says the swearing-in ceremony for Deputy Chief Evans and McDonald will take place on Wednesday, April 30, 2008 at 11:00 am at the Emil Kolb Centre for Police Excellence. Biographies for the two Deputy Chiefs are attached.

The Regional Municipality of Peel Police Services Board is the governing body for the Peel Regional Police which provides policing services for the Cities of Brampton and Mississauga, and under contract, for Pearson International Airport. The Board consists of seven members, three representing the Regional Council of Peel, three provincial representatives, and one community member appointed by the Region.

Deputy Chief McDonald

Deputy Chief Dan McDonald is a 28 year member of the Peel Regional Police, having joined the Peel Regional Police in 1979.

In the early part of his career he worked in a number of areas such as Uniform Patrol, Criminal Investigation Bureau and the Morality Bureau.

Deputy Chief McDonald was promoted to the rank of Inspector in 1998, and was assigned to the Duty Inspectors Office. Later that same year he became the Officer in Charge of Uniform Patrol at 21 Division where he served for the next 4 years.

In 2002, he was assigned to Professional Standards Bureau where he was the Officer in Charge for 4 years. In December 2005, he was promoted to the rank of Superintendent and was assigned as a Divisional Commander.

He was promoted to the rank of Staff Superintendent in January 2006, and in June of 2006 he was appointed by the Police Services Board to the position of Acting Deputy Chief in charge of Field Operations.

Deputy Chief Dan McDonald's educational background includes graduate diplomas from both Humber and Sheridan College.  He is a graduate of the FBI National Academy in Quantico, Virginia and the Police Leadership Program at the Rotman School of Business, University of Toronto.

Deputy Chief Jennifer Evans

Deputy Chief Jennifer Evans began her career with Peel Regional Police in 1983 when she joined as a Cadet. As a police officer, she started out in Uniform Patrol. She has an extensive criminal investigative background having worked over eight years in the 11 Division Criminal Investigation Bureau. 

In 1996, she was seconded to assist Justice Archie Campbell in the Review involving serial rapist and murderer Paul Bernardo. Later that year she accepted a two year secondment to work as a Violent Crime Analyst at the Provincial ViCLAS Centre in Orillia. 

In 1998, Deputy Chief Evans was transferred to the Office of the Chief Coroner and conducted several in-custody deaths investigations that were subject to mandatory inquests. In 1999, she returned to the Peel Regional Police as a Detective in the Homicide & Missing Persons Bureau for two years prior to being promoted to Staff Sergeant.

She worked as a uniform Staff Sergeant at 12 Division and later became Acting Inspector in charge of the Uniform Branch. In 2003 she was promoted to the rank of Inspector and worked as a Duty Inspector and later returned to work as the Officer In Charge of the Homicide & Missing Persons Bureau. In August 2006 she became the Officer in Charge of Information Services which included areas such as Records, Operational Planning and Research, the newly formed Records & Information Management Systems Unit and is the Chair of VCOM group. She was promoted to the rank of Superintendent in October 2007.

Deputy Chief Evans is a graduate of the Police Leadership Program offered at the Rotman School of Management at the University of Toronto.
